How to achieve neck lateral flexion?

When I ride in circles (10-20m circles) my horse doesnt really keep his heed turned inwards and can at times looking to the outside. My teacher keeps telling me to get flexion so his head faces slightly inwards by using my inside leg and pressure on outside rein, but its not really working.... Any ideas how to do it???
